It is 5 long exposures!!!
Shot is a 5 shot hdr tone mapped in photomatix. Then used the 2 under exposed shots for the sky, with little gaussian blur on the clouds to make them a little more dreamy. Then as they were underexposed were less affected by the orange cast that blights the night shots these days.
