Well the water is fake.
It's done using a 'displacement map' which is a file you can dowload from near the bottom of this page....

Once you've got that file it's just 5 or 6 steps which I can put on here if you're interested.

OK - can't do screenshots at this PC but for anybody using photoshop.....
Once you've downloaded the 'displacement map' file here's what you do. Open it in photoshop save it as a photoshop .PSD file then close it.
1. Select any image you want to work with and open it in photoshop.
2. Go to Image>Canvas Size. Ensure Relative is ticked and the size field is set to percent, then click on the top centre box and enter 0 in Width and 100 in Height.
3. Select what is now the top half of the image using the Rectangular Marquee. Click Layer>New>Layer Via Copy. Then click Edit>Transform>Flip Vertical. Then just move the flipped image underneath the original image to create your mirrored image.
4. Click the Lock Transparant Pixels icon in the Layers palette. Now click Filter>Blur>Motion Blur, select an angle of 90 dgrees and about 15 pixels then click OK.
5. Select your reflection area using the Rectangular Marquee and click Filter>Distort>Displace. Keep the horizontal amount about half of the vertical option. (try 10&20). Click Stretch to Fit and Repeat Edge Pixels options then OK.
6 You'll now be prompted to select the displacement map, so find it (where you downloaded it) and click Open. The water ripple effect will now appear but if you want to alter the intensity go back and adjust the amounts in step 5.
