Nothing fancy, duplicate layer motion blurred at 90 deg, amount will depend on the shot. Drop opacity to around 90, bring a little substance back to pic. Contrast tweaks and Bob's your Uncle

I know some people do this in camera with long exposure. I've been meaning to try it but never got around to it.

Even easier in camera!!!
Stick a ND on, smallest aperture and lowest ISO and move camera down vertically.
Did some ages ago, this was just a PP version. Will try and find a in cam one, not sure if still have it...
