Had a few minutes to play with this and remembering I am no expert with PS and that I am usually the first to decry the over use of it, here is my measly effort:

Time consuming rather than difficult. I had to make a selection around the girl which takes the time if done properly, then inverse the selection (which in effect then selects everything except what one initially selected).

I then used Gaussian blur filter to blur the background and desaturated the colours a fair bit.

The selection was inversed again to select the girl and then I played around with the reduce noise filter and the colour balance (got this a bit wrong by the look of it, too much magenta) and a slight bit of unsharp mask.

s'funny how people seem to like the pictures that you, the photographer may not have chosen... just did a set of pictures of a biker chick, she just wants to look cool in mirror sunglasses... don't think they do her justice at all but they are the ones she likes...and sadly I can be seen in many of them when magnified up!

Very true bc. Family member wanted some flower pictures I had done so they could be put onto box canvas. When they picked 2 they like I said, they're not my best ones ............. but they liked them

By 'softly glow around the edges' does your daughter in law mean a faded vignette like this ?
