I use VSO image resized at work sometimes when I have folders of images to re-size.

I down loaded it from Snap-files/freeware here: http://www.snapfiles.com/Freeware/

Look under "Graphics and Photo"

FS Viewer (a freebie) is also very good and offers other edits as well.

P.S. ......also reads raw files.
