I 'thought' from memory that it was part of a building (rebuilt) from somewhere in Manchester.
I couldn't find much on the web but perhaps that it is the facade of the 'old' Manchester Town Hall.

of the old town hall, I dont know if it was rebuilt or if back then if the town hall was placed there.

I guess its likely to have been moved as the lions outside heaton hall used to be shifted all the time to outside the corn exchange and back and forth
