The picture being only 7.5Kb and a size of 235x319 is unusually small . I usually post at 800x 600 @ 239Kb or thereabouts.

I would suggest taking the picture to a professional restorer who could do a better job given the original picture to work with .
I did have a go but the problem is lifting a picture off the internet making adjustments then reposting degrades the picture too much at this size/resolution as you can see.

nice try bazza, it is an oldish photo of me and been inside my ladies purse for 9 years so it is a challenge

I also had a try at it, but as Bazza said, it's such a small file, that it makes any changes really really tricky.
