Have to say that I have found that Lightroom is silky smooth and uploads in a flash. Now PS does take a bit longer if you switch from Lightroom to PS but nothing like 10 mins and probably more like 10 sec but I am impatient.
Perhaps a check to see if your PC is struggling for space or is up to the required spec, it may well be your RAM is not large or quick enough and can easily and these days cheaply be upgraded.
