I just Googled it and it's definitely a Cheshunt Robin.

What Wikipedia say...

Cheshunt Robin is a local resident of the Chav town Cheshunt. It can be found in bushes trying to hide from Del boy like characters as they walk their dogs. Their dogs can normally be found jumping in the river or chasing squirrels.
One local made called Cakey seen a Cheshunt Robin (although he didn't know what it was) and tried to photograph it. He said, I seen this red thing in a bush and thought it was a big berry so I took a picture. When asked why he was in the bush himself, he replied, I was trying to sneak a picture of any big breasted red heads that went by.

It's a robin. If it was a Scarlet Tanager you'd have about 1000 birders there photographing it It's definitely, 110%, absolutely certainly a robin.
