New DLSR?

Well I have a Canon 450D with the 18-55mm kit lens and a Tamron 70-300mm lens. I have never really looked after them properly, they are quite dirty due to my sister using it leaving caps off and just generally not looking after it. It does the job for mucking around with and just days out but I am wanting something a bit better. Now I am stuck between choosing the Canon 650D and the Canon 60D, I am going to buy just the camera body because I want to get myself a nice macro lens but am unsure what to get.

The 650D seems okay for what I want and leaves me more money towards lenses but is it worth spending more on the 60D? I am looking to join a photography club to get more experience in different types of photography as I only really do Macro at the moment.

I have no idea what a 40mm pancake lens is for so anyone care to enlighten me?

Any other suggestions are welcome too

Apparently the lens is optimised for video with improved continual focus in that mode.
