Question about VR (Nikon) or IS (Canon) lenses

Not quite sure how to explain this but Is this normal..........

If I look through the camera and pan around it's just normal movement.

If I look through the camera and pan around whilst 'half' pressing the shutter it's just normal movement but then just before I press the shutter it does a slight shift.

Is this Image stabilisation ?

It is one of the stabliliser modes found on a Canon IR lens. For normal shooting (ie when the subject is stationary) you use Mode 1, however when panning you need to set it to Mode 2 else you may find the shots are blurred. Mode 2 only compensates for movement on one axis (not the one you are panning in). Hope this makes sense.
