Thanks for the comments
I used 3 layers, a hue and sat to lower the saturation, a fill layer of brown set to overlay as the blend mode, and a layer filled with 50% grey and used the noise filter on it, then with blend mode set to overlay again. Then just played around with the various percent of opacity to adjust the effect of each.
