Regarding the article what he doesn't realise he can take the police to court for assault for no justifiable reason. The police come under the same laws as the general public and can be held accountable for such. He should first go to the police complaints commission and ask for a full investigation and report the matter and the steps he is taking to the chief counstable.
Unfortunately there are now these "Bogus" police officers called "Community police" are dragged from anywhere given a brief training and a uniform and put out to annoy the general public. This is just a cheap way of not employing proper police officers.
