It is a form of vanity press unfortunately ...you end up paying to see your own work published ..all entirely legal .. I was as thrilled as K when I got my email ..an I think they expect people to be lulled into paying ...luckily me and K are NOT that daft

PD, Mel is right, not much can be done as its not illegal as such
Claire that are ways in which you can tell, most of the time, the give away is actually the request to pay to recieve your prize.

.... so there`s no way of knowing beforehand then . coz i notices most compititions you have to pay for entry
