Amazing photo Ken!

I would agree with the Bald Eagle, if only because it looks like the news reader character from the Muppet Show

Nice head shot Ken.

My money would be on a young (ish) Bald Eagle.

They fledge with all brown plumage with dark eyes and a dark beak as to begin with it's all about camouflage.

On your one the eyes have lightened, the white is coming through on the head but not fully. The beak is fully yellow though and this normally takes 3 or 4 years.

The 'showy' bright white head and white tail grow in by 5 years old when it's more about mating than hiding LOL
