ND filters are like sunglasses for lenses... I wouldn't go as far as a X8 one personally, I think I'd stick with a fairly neutral X2. I don't think they help greatly, you can achieve decent pictures just by stopping down your apertures, and potentially adjusting your ISO's.... I only tend to use my UV filters as protection, and then the polarisers for improved saturation of colours from time to time....

Just stopping down will not always work CC, the water can become over exposed and blown out especiallly with shutter speeds as long as 1/15

Iv been hunting online and the ND8 and a polarizer seem to be the things i need. Nd* seems quite extreme to me but it does bring my shutter down another 3 stops
