I'd say that possibly constitutes a Health and safety Contravention ? 
Risk assesment Phil style......
'R' (risk) = 'P' (probability of the loss) X 'L' (magnitude of potential loss)
Should be OK - if in the unlikely event of the strap failing - the hedge is buggered for sure.
