Any free frames stand-alone programs?
Hi everybody 
I am wondering if anybody knows of any sites where you can add decorative, professional-looking and some "fun" frames to your photos for free.
Perhaps a free program to download?
Unfortunately, I don't have Photoshop or anything that isn't free
so the Plugins that I see online for them don't help me 
Any suggestions, recommendations, or help regarding adding decorative frames to photos would be greatly appreciated.
