A site that offers a host of pic software
This site has a lot to offer, most of it is freeware, some of it you pay for, but there's a lot of progs on it for image editing/enhancing.

Click on Graphics on the lefthand side of your screen and have a look, there's also a lot of other sections for PC progs, most of which are freeware, it'll cost you nothing.
