Photograhing the TV or PC (Flicker speed)

Does anybody know what speed the camera has to be eliminate flicker when photographing the TV or PC screen.

Is it possible ?

I only ask because often when there's one in the background of a shot - you often see the horizontal band. Presumably this is because the camera has 'frozen' the flicker ?

I have taken phots of the tv screen with my ixus on auto and got normal pics. When it is the background of a pic however I get the band across the centre.

Get an LCD tv - they don't flicker
