Wind Turbine and shag??
I got these on monday night while out having a walk nr Leven in fife while parked up for the night ( the joys of being a wagon driver )

Good stuff.
Very similar albeit smaller than a cormorant and hard to judge in silhouette but I'd agree with it being a shag based on the slender bill.
